AB - This research examined the feasibility of developing small-scale OTEC (3-10 MW) in U.S. waters through case studies in four locations (i.e., Hawaii, Puerto Rico, St. Croix, and Guam). In addition to talking to local leaders and experts in OTEC development and processes, we examined the likely environmental effects that will drive permitting (consenting) and licensing processes in the U.S. and discussed the need for community involvement to ensure social license and stewardship of OTEC projects developed in the four locations.
